As much as she would like to help direct people out of the building, first she needed to stop being on fire. After finding a good spot to do so, Spira dropped to the ground and started to smother the flames by rolling on the ground.

Moving, then burning two actions to try and put out the fire.

Fire Damage:

     The council membersand the guard still in the hall, coughing through the ever darkening haze, continue to try and save who they can.

Action 2: Direct, 2 townsfolk out of the hall.

     The aided townsfolk run coughing out of the hall.

2 Townsfolk escape
     The smoke is now almost too thick to see and continues to sear your throats and nostrils.  The fires in the back are burning out of control, adding to the intense heat and billowing ever more smoke.  The remaining townsfolk appear to be make of much less sterner stuff than you or the council members and succumb to the heat and smoke, most of them simply slumping to the floor having already been cowering as low to the floor as possible.

Fire spreads.

Everyone takes 5 damage from smoke inhalation.
Townsfolk still in the hall are knocked unconcious.
Unconscious  Townsfolk: the remaining townsfolk are now unconscious and must be carried to safety if they are to be saved. Picking them up is an Interact action (manipulate, 1 action) and they have a bulk of 5.

Oath

Smoke was quickly filling the room. Belsarus regretted it, but he knew he wouldn't be able to save all of the townsfolk. He held his breath, turned around and moved towards the door, and picked up one unconscious man near one of the town council members, before continuing to move towards the door.

Holding my breath. Moving 25 feet, picking up townsfolk moving 15 feet.

"I burn hotter than these shitty flames!" Riven roared expelling as much smoke as he could before holding his breath and going to move and grab two people slinging them over both shoulders and moving towards the exit.

Will grab two people who are suffering and get ready to run them outside while holding my breath will update roll 20 when I can get a connection.

Spira, no longer on fire, but now having a hard time breathing with all the smoke had a split second to make a choice. She could play the hero and probably die here in this building trying to drag out one more villager, or she could book it and live. Well. I'm no use to anyone dead...

She booked it.

Using all 3 actions to run 75 feet and out of the building.

     The town council members closest to the remaining townspeople grabbed who they could and started making their way out of the town hall while those too far away made the decision to withdraw from the increasingly dangerous hall.

Melma and Greta exit the town hall.

Melody couldn't help but still cough a few times as the burning stung both her eyes, throat, and lungs - so she began to cover her mouth and hold her breath. Looking around and realizing that everyone here was already being dragged away, she was at first about to sigh in relief when she realized that not everyone was evacuated. Her heart sank when she realized that four forms were lying unconscious as the fires crept towards them.

Miss Dawnflower. Please be with me. Melody thought to herself as the halfling took off in a sudden sprint, passing by Riven and the two townsfolk the half-orc was carrying. Her eyes determined to at least try saving one more.

     The fire s continue to rage out of control in the back of the hall and the smoke, even with your breath held, is starting to overpower you.  Hot soot and ash causes your eyes to water and burn and its becoming increasingly hard to see anything.

Fire spreads.

Everyone in the hall takes 5 points of damage from the smoke. Those holding their breath take half damage.

Oath

Belsarus continues his way out of the building with his villager in tow. He regretted not being able to save more of them. He took a deep breath of fresh air and looked around to see who had made it out. "Everyone alrght?"

with one person slung over each shoulder still holding his breath Riven unconcerned about the flames licking at his body he sprinted towards the door getting ready to diposite these chumps outside before going back and getting more.

Spira elects to pass their turn.

     The remaining members of the town council make their way out of the hall with the townsfolk they were able to drag out. Coughing and panting, they try to get everyone away from the doors. Other town guards have arrived on the scene and are trying to organize a fire fighting effort out of the growing crowd of onlookers.

There were four of them remaining. Melody didn't know who to choose, but she knew she had little time remaining. She pushed herself farther, towards the one who was at risk of being engulfed in fire at first. Still holding her breath, she heaved the person on her small frame, then began to bring them to the exit.

"H-help!" Melody tried to call out, her eyes in tears from the stinging smoke, and taking care not to use too much of the stored air in her lungs.
