Chapter 01 - The Call for Heroes

     The vial misses its mark and explodes on the stage below the creature, still showering it with chilling liquid. The creature's cackling joy swiftly comes to an end as it shrieks with pain when the vials contests comes in contact with its skin.

Spira attacks Creature and misses. Creature takes splash damage.

     The town council members continue their work trying to escort townsfolk out of the town hall.  Four of them are able to get their townsfolk out of the hall and head back to try and wrangle more of the townsfolk.

Council members rescue 4 townsfolk.

3 actions: Locate, Calm, and Direct for 2 more townsfolk within 30 ft.

     The aided townsfolk flee the town hall to join the others that have already escaped outside. The patches of fire in the back of the hall continue to spread and the air starts to gain a slight haze from the smoke.

     The creature makes a long gliding leap into striking distance of Spira and lets loose another flaming belch, this time directed towards her at close range.

Spira attempted to dodge the gout of flame.

     Despite her effort to try and avoid the fire, the blast of flame sears and sets part of Spira's clothes on fire as the creature cackles with glee.

Spira takes 2 points of fire damage and is set on fire for 1d4 persistent fire damage.

Oath

Belsarus sees the creature make its move, a would be hero has caught fire. While he wants to save as many people as possible, he can no longer ignore the demon. He dashes through the building, drawing one of his swords and ending up beside the monster. "Oy, need a hand?" He shouts cheerfully and swings his sword.

using interact action to draw a short sword, moving 25 feet, swinging sword.

     Belsarus' sword catches the creature in the side and it yelps in pain, shooting a glare at the halfling.

Riven seeing the others fighting against the flaming creature and Spira now on fire, he rushes forward, like a raging animal, roars loudly, shaking the room and attempts to take a bite from the creature.

"AH! That's hot you little bastard!" Spira yelped and hopped backwards. Again, from a pouch on her belt she pulled a small blue vial and tossed it at the creature.

Vial of Frost:

cold damage and 1 splash damage. Only the creature is affected.

Persistent Fire Damage:

     The vial strikes the creature in the chest, a direct hit that causes it to howl in pain as its flickering wreath of flames sputters out and it collapses dead onto the floor. 

Spira hits Creature and deals damge.

Creature is slain

     The council members continue to help rescuing the townsfolk, getting another four out of the town hall and returning yet again to help.

Action 1: Stride, 30 ft. closer to the townsfolk on the east
Action 2: Direct, 2 townsfolk out of the hall.
Action 3: Direct, 2 more townsfolk out of the hall.

Directing these 4, I'm assuming the fact they only have one 1 status marker on them means they're already located and calmed.

     The directed townsfolk flee the hall at Melody's direction and joint the crowd starting to develop outside in monument square.

Villagers aided.
Aided villagers escape.
Edit: Forgot to have guards take their turn (shared with the council members). Taking it now.
     The guard that had been engaged with the creature, seeing the threat defeated, begins to help the townsfolk get out of the hall.  The other guard heads out of the hall, yelling for the crowd outside to get away from the building.

Guard 2 helps townsfolk.

Guard 1 leaves town hall.
     The fire continues to spread in the back of the hall and the smoke, which was up to now a slowly thickening haze, begins to irritate and burn at your throats and eyes and it becomes difficult to breath in the flaming death trap that was once the town hall.

Fire spreads.

Everyone in the hall takes 1 point of damage from smoke inhalation.

Oath

After the creature dies, Belsarus charges over towards more of the townsfolk. "Oy! Ya gotta get out of here stop standin around! The building is burning down!"

Using 2 actions to move into position, 1 action to get the attention of the villagers.

Riven roars as the smoke damage continues his rage he moves over to the pews and begins to clear a path for the townspeople completely ignoring the fire as he did so.

Riven moves over to some townsfolk and then uses two actions to help them.
