Weapon Sizes, Usability, and Damage

Lots of confusion on this, even going through google there were lots of different ways DMs go about it, anyways to make it clear this is how I'll do it. I'd like suggestions or improvements if you can think of any.

A character can use weapons from their own size category with no associated penalties. They can go into different weapon sizes if they choose to, but depending on the weapon, there may be attack penalties involved. A character will be able to wield a weapon depending on the size as well as what type of weapon it is (light, 1h or 2h).

For Larger Weapons 1 size category higher

A character:
Can use a 1 size larger light weapon as a 1h weapon, at -0 to attack rolls.
Can use a 1 size larger 1h weapon as 2h weapon, at -0 to attack rolls.
Can use a 1 size larger 2h weapon as a 2h weapon, at -2 to attack rolls.

For Larger Weapons 2 size categories higher

A character:
Can use a 2 size larger light weapon as a 2h weapon, at -2 to attack rolls.
Can use a 2 size larger 1h weapon as a 2h weapon, at -4 to attack rolls.
Cannot use a 2 size larger 2h weapon.

For Larger Weapons 3 size categories higher

A character:
Cannot use a 3 size larger light weapon.
Cannot use a 3 size larger 1h weapon.
Cannot use a 3 size larger 2h weapon.

For Smaller Weapons 1 size category lower

A character:
Can use a 1 size smaller 2h weapon as a 1h weapon, at -0 to attack rolls.
Can use a 1 size smaller 1h weapon as light weapon, at -0 to attack rolls.
Can use a 1 size smaller light weapon as a light weapon, at -2 to attack rolls.

For Smaller Weapons 2 size categories lower

A character:
Can use a 2 size smaller 2h weapon as light weapon, at -2 to attack rolls.
Can use a 2 size smaller 1h weapon as light weapon, at -4 to attack rolls.
Cannot use a 2 size smaller light weapon.

For Smaller Weapons 3 size categories lower

A character:
Cannot use a 3 size smaller 2h weapon.
Cannot use a 3 size smaller 1h weapon.
Cannot use a 3 size smaller light weapon.

Feats to remove attack penalties - Gigantic Weapon
There are some feats that can go around this, one we had up is Gigantic Weapon. The use of Gigantic Weapon makes it seem like your character is one size category larger than your character really is.

Let's take the example of Throndir, a Medium creature.

Lets give him the feat Gigantic Weapon, he is now treated as a Large creature. Going with the rules that we outlined for weapon 1 size category higher, he is now able to use Huge 2h weapons as a 2h at -2 to attack rolls, normally he couldn't.

Damage of Weapons
The damage of weapons are the damage of that weapon as if wielded by a character of that specific size.

Any suggestions on how to go about this is wanted.
